Reside New York – HPS Updates – Avoid Issues owners are facing with HRA-related matters

In an effort to help avoid and consolidate issues owners are facing with HRA-related matters regarding HPS tenants, please note the below updates.

Missing Payments – Updated Contact
In the event that you need assistance regarding the voucher payments such as CityFHEPS recurring payments, Shelter Allowance payments, or Assistance with ACH Direct deposits, you will need to complete the tracker , include in the email body the name of the tenant and their PA Case number with the amounts of missing rent and submit the request to the newly appointed contact Ms. Kimoreen Brown – KBROWN@dhs.nyc.govShe will be the point of contact for all HRA inquiries going forward. 

Upon review, HRA will respond with the reason why payment has stopped and advise on the solution. 

Lease Renewals – RGB Increases
DHCR increases for leases being renewed from October 1, 2023, and on will be:

  • For a 1 Year lease term: 3% increase
  • For a 2 Year lease term: For the first year of the lease, 2.75%; and for the second year of the lease, 3.20% of the amount lawfully charged in the first year, excluding any increases other than the first-year guideline increase.

Lease Renewals – On Time
Lease renewals must be offered 3- 5 Months prior to the lease end. Make sure that they have been sent out, completed, and signed by the tenant – Click here  for instructions on how to complete a renewal lease. An executed renewal lease is a key factor in getting payments on time.

Voucher Renewals – On Time
At the same time that lease renewals are being offered to the tenants, HRA will send out the voucher renewals to the tenants for recertification; HRA will only continue to pay the subsidy portion if the tenant has recertified the voucher and remains eligible for rental assistance. Therefore, you would want to make sure:

  • The voucher has been renewed – This should be done on time! The tenants’ recertification documents need to be submitted to HRA three months prior to the lease expiration. Renewals can be submitted via 
    • Email –  The tenant submits the package to the email address RAPrenewals@hra.nyc.gov and cc’s you on the email so this way you can track it and be in the know.
    • Mail – If, for any reason, the tenant would like to Mail their renewals, ensure that they send it through certified mail and that the tenant provides you a copy of the renewal.

If, for any reason, your tenant did not receive the renewal forms, they can either go down to the nearest HRA center and request it, or they can complete the HRA Renewal Form and submit it to RAPrenewals@hra.nyc.gov.
